History

On 4 November 2010, MQ Mediazone Productions facilitated the forging of a Memorandum of Agreement between the National Nutrition Council (NNC) and the Ilocos Sur Polytechnic State College (ISPSC) to put up a Nutriskwela community radio station.

ISPSC is a comprehensive multi-campus institution. Its main campus in Santa Maria, Ilocos Sur houses the College of Agriculture. Other campuses are strategically situated in different municipalities in the second district of the province. The College of Arts and Sciences is located in the municipality of Tagudin. The Cervantes campus is the College of Agro-Industrial Technology. In Darapidap, Candon City can be found the College of Commercial and Social Services. The College of Fisheries and Marine Sciences is in Narvacan while the College of Engineering and Technology is in Santiago. All of these campuses have general academic secondary schools and offer vocational-technical courses.

The NNC-ISPSC MOA was signed by NNC Executive Director, Assistant Secretary Maria-Bernardita T. Flores, and ISPSC President Rafael Querubin, Ph.D.

Under the agreement, the ISPSC shall operate and maintain the community radio station which is now known as 97.3 Mhz Radyo Kailian Community FM. Kailian is an Ilocano word for community.

Radyo Kailian is in the Santa Maria campus with transmitter and broadcast studios located at the fourth floor of the Administration Building.

Hands-On-Training

A training-workshop was conducted 21-23 November 2010. The 30 participants included representatives from civil society groups, educators, health workers, municipal nutrition officers, barangay nutrition scholars, local business, local radio stations and representatives from the local government unit.

The 3-day schedule of activities covered detailed presentations on Radio Community Broadcasting with emphasis on broadcasting tools and their actual applications, including writing for news, radio plugs, reporting and a discussion on the Broadcast Code of Ethics. Test broadcasts were held simultaneously with the hands-on training

On the third day, after the training-workshop, the participants elected from among themselves the officers of the Radyo Kailian Community Radio Council (CRC), namely:
